Position Overview:
Nationwide IT Services (NIS) is seeking an experienced Telecommunications Analyst in support of the Defense Logistics Agency (DLA) Network Tools, Performance Monitoring Support Services.

Duties and Responsibilities:
Individual assists the DLA staff in integrating the current versions of network management software tools.  Configure and integrate the current environment consisting of Micro Focus Network Operations Management (NOM) which includes Network Node Manager (NNMi), Network Automation (NA), Application Performance Monitoring (APM/BPM/Sitescope), Operations Bridge Manager (OBM), and other available network tools including not not limited to Broadcom DX Netops, Netscout.
  • Analyzes, designs, and develops telecommunications solutions and applications for Defense Logistics Agency (DLA)  business practices. Provide performance tuning of applications and recommend system parameter changes. Perform ongoing network analysis to confirm capability to support anticipated event load.
  • Develop and document standards and guides for the implementation of IA solutions including but not limited to, compliance, system security design, security testing and IA assessments including STIGs and IAVMs.
  • Provide acceptable recommendations for the integration of the tools (NNMi, NA, APM, OBM) as well as other DLA network tools.  Configure software to allow for best monitoring & management capability.  Assist with ongoing management of network management tools.
  • Develop dashboards and other reports to present information in a meaningful way for both technical and non-technical clients within DLA.
  • Utilize SAP Business Intelligence Platform and/or Crystal Reports, and Micro Focus Operations Bridge Reporter to create ad-hoc reports and dashboards. Support configuring network devices and providing guidance on data entry for specific configurations.  Document the development and implementation of new content, and update and removal of existing content.  Document the development and implementation of new content, and update and removal existing content.
  • Develop network and asset models to enhance the use of the tools and take advantage of
  • advanced reporting capabilities.  Analyze events found in the network tools to validate the architecture and procedures, define new procedures, and identify events of interest in support of report incident response.
  • Integrate documented requirements and operational processes into the network tools focusing on improved management metrics through enhanced automated reporting and dashboards, automation of log review process, efficiencies in responding to audit requests, and overall improvements in operational workflow.
  • Assure STIG compliance of all software and systems (documented).  Document all configurations of software and systems.  Assist network technicians with questions about the use of the network management tools.
Job Qualifications:
  • 5 years of relevant experience related to US Government Defense Logistics Agency telecommunications network operations and management.
  • Must posses a active Secret personnel security clearance in good standing with eligibility for IT-I privileged access.
  • Current Security + CE certification
  • Netscout Certified Specialist (or higher level Netscout certification)

  • Must be able to communicate effectively and clearly present technical approaches and findings.
  • Excellent attention to detail.
  • Must be able to balance multiple tasks simultaneously.
  • Identifies potential problems and solutions through analysis identifying recommended solutions.
  • Must have a working knowledge of the Micro Focus network management tools and be able to work with functional specialists, automation specialists, contractors, and customers to effectively automate the customer’s requirements into an automated application.
